The National Dock Labour Board administered a scheme for regularising employment on the docks during the Second World War. Day-to-day operations were the responsibility of local boards.

Registers of dock workers and port employers were drawn up.  These were supervised by the local board which was also in charge of recruitment to it.  The local board also had disiplinary powers over both employers and port workers.  The scheme was abolished in 1989.
